The U.S. Navy’s Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) is seeking refurbishment of two Government-furnished Elwell Parker main lift cylinders through a notice of intent to award sole source. - Requirement: Refurbish two cylinders. The initial notice identifies them as Elwell Parker R334 cylinders; the attached performance work statement identifies them as R335 cylinders, part number 7790300-2. This model discrepancy should be clarified. - Work: Disassemble, inspect, clean, replace seals and wear items, repair and restore components, and prime and paint the cylinders Safety Yellow PSX700 epoxy enamel. Test at 2,500 psig with ISO 32 hydraulic oil and verify smooth extension and retraction without leakage or deformation. - Location and logistics: The contractor must be within a 100-mile driving radius of PSNS & IMF in Bremerton, Washington. The Government handles transportation and final pickup; the cylinders will be Government-furnished. - Schedule: Work begins November 25, 2026, and must be completed and ready for Government pickup within six weeks. The initial notice also lists December 6, 2026, which conflicts with the attachment’s six-week completion requirement. - Acquisition approach: This is a notice of intent to sole source, not a request for quotes. Interested parties may submit written capability information for the Government’s consideration. Additional repairs require written approval by contract modification.
