The U.S. Army is seeking postage-management and Official Mail support for the 9th Mission Support Command across five Pacific-area locations. - Government buyer: U.S. Army; the notice is from the 413th Contracting Support Brigade, Regional Contracting Office–Hawaii, for the 9th Mission Support Command (MSC). Attachment requirements also identify USAR Pacific. - Procurement: The Army intends to establish a sole-source BPA for postage support services. No vendor, OEM, product model, or part number is identified. - Products and supplies: - A USPS-approved PC postage management solution with required hardware and software, postage and shipping-label printing, rate calculation, delivery and signature confirmation, site-level spending tracking, and consolidated reporting. - Digital scales, including replacement as needed and updated postage rates; larger centers require larger scales. - Additional postal software for new centers when authorized. - Postage and shipping supplies, purchased as needed and priced separately at GSA pricing. - Services: Implementation and installation at five locations; hardware and software maintenance; automated domestic and international rate updates; postage account and fund management; consolidated invoicing; user training and technical support; and Official Mail account, meter-funding, funds-monitoring, and supply-purchasing support. - Notable requirements: The solution must import delivery information from MS Outlook, support Dymo and/or desktop printers, work across multiple locations with internet and offline postage capabilities, and meet DoD network security requirements including CAC authentication. It must support current USPS rates, account permissions, and WAWF payment compliance. Training and refresher courses are required at each location. - Coverage: Five locations in the 9th MSC’s Pacific Area of Responsibility, including remote reserve centers in American Samoa, Guam, and Saipan, plus other designated regional facilities. - Period of performance: The statement of work describes a tentative 10-month base period and three 12-month options, but elsewhere lists option years one through four. The option structure is therefore inconsistent. Services may be shortened due to BRAC, with 60 days’ notice and payment only for services provided before termination.
