ODNI’s Office of Economic Security and Emerging Technologies is conducting market research for a data-fusion platform to support government economic-security and financial-intelligence missions. - Agency: Office of the Director of National Intelligence (ODNI), Office of Economic Security and Emerging Technologies (OESET). - Opportunity type: Industry market survey for acquisition planning; it is not a solicitation, award, or commitment to procure. - Envisioned capability: A cloud-based platform to ingest and integrate 5–10 priority commercial, public, and government datasets, with automated entity resolution, data cataloging, governance, quality controls, secure access, and audit functions. - Users should be able to access data through APIs, bulk downloads, and user-interface queries. - Respondents may describe a complete platform or modular components. - Mission areas: Economic security, financial intelligence, sanctions, supply chains, foreign investment, and related analysis. - Timing: Initial deployment is anticipated in 2027–2028. Description

(U) The Office of Economic Security and Emerging Technologies (OESET) within the Office of the Director of National Intelligence, herein referred to as the Sponsor, provides the enclosed Market Survey for your review and consideration. The purpose of this survey is to assess your company’s interest in and capability to meet the Government’s requirements for a data platform designed to serve U.S. Government agencies and organizations whose authorities and missions involve the use of commercial data for economic security, financial intelligence, sanctions, supply chain, foreign investment, and related analytic functions. The survey is conducted strictly to furnish information for acquisition planning purposes and is not intended as a competitive offer or substitution for competition. The issuance of this survey and your response thereto does not obligate the Government to either issue a Request for Proposal (RFP) or to award a contract.

(U) Responses to the market survey should be sent to the attention of Elias V. (elias.voces@odni.gov) in accordance with the notice posted on SAM.gov. Responses will be received no later than 5:00PM Eastern Local Time on 16 November 2026. Your response is highly encouraged to help inform the Sponsor’s market research and aiding in the creation of a realistic bidder’s list.
