NUWC Division Newport is seeking sole-source servicing for its fleet of 16 TACDS units. - Agency: Naval Undersea Warfare Center (NUWC) Division Newport, under NAVSEA and the Department of the Navy. - Requirement: Service 16 TACDS units by screening each unit, replacing its battery, resetting it to factory settings, and updating or correcting its firmware. - Identified vendor/OEM: General Dynamics Mission Systems (GDMS), identified as the only capable source for the required work. - Sole-source rationale: GDMS TACDS units are approved for the existing platform following shock testing; using an alternative would require costly requalification and could affect schedule and mission needs. - Estimated value: $44,800. - Notice status: This is not a request for competitive proposals. Interested parties may submit capability information, proposals, or quotations for market research.

Description

Naval Undersea Warfare Center Division, Newport, has a requirement for fleet installation and sparing for TACDS units. These TACDS units require battery replacement every five years, otherwise they will not be suitable for fleet use. The anticipated dollar amount is $44,800 for sixteen (16) TACDS units to be screened, have their batteries swapped, reset to factory settings, and corrected firmware updated. This effort will providea assets available to support anticipated demand.

These TACDS units are supported on a Sole Source basis because only General Dynamics Mission Systems (GDMS) has the capability to replace existing batteries, complete the factory reset, and establish correct firmware. The TACDS units created by GDMS have been shock tested in the cabinets and is therefore the only unit approved for use in the existing platform. The design, development and environmental qualification efforts associated with an alternate would be cost prohibitive for the overall program. Furthermore, the requalification process would be detrimental to the overall program.

Based on the above, it is not reasonable to conclude the potential savings from competition can offset the duplicative cost and schedule/mission impact associated with purchasing a new brand name product. Therefore, it is in the best interest of the government to solicit this requirement on brand name only basis.

This notice is not a request for competitive proposals; however, any interested party that believes it can meet this requirement may submit a capability statement, proposal, or quotation. The Government will consider all responses received within the posting period as market research. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
