USACE Baltimore District is conducting market research for a chemical alarm system upgrade at Washington Aqueduct’s Dalecarlia Water Treatment Plant. - Government buyer: U.S. Army Corps of Engineers (USACE), Baltimore District; Washington Aqueduct; Dalecarlia Water Treatment Plant. - Requirement: A complete fixed gas alarm system, including monitors, sensors, controller, junction box and parts, calibration supplies, and first-year recommended spare parts. - Monitor quantities: 14 combustible LEL, 4 ammonia, 1 oxygen, 2 hydrogen, and 1 carbon monoxide monitor. One attachment instead lists 11 combustible gas monitors, so the combustible quantity is inconsistent across the materials. - Controller and system requirements: A wall-mounted NEMA 4X controller must monitor the supplied detectors on separate channels. Monitors include transmitters and sensors. - Services and deliverables: Manufacturer or authorized representative commissioning and startup, including calibration, testing, operational verification, and reporting; two on-site training sessions; and a detector/sensor location plan marked up on the Government drawing. Staff training covers operation, alarms, calibration, sensor replacement, and emergency procedures, with written operations and maintenance materials. - Installation and warranty: Government personnel perform physical installation of sensors and conduit wiring. Equipment and commissioning/startup labor carry a one-year warranty from receipt. - OEMs and vendors: No manufacturer, OEM, reseller, model, or part number is named in the materials.

Description

The U.S. Army Corps of Engineers (USACE) Baltimore District is considering a procurement of a Purchase Order Contract for a Lab Chemical Alarm System Upgrade. The Dalecarlia Water Treatment Plant conducts required chemical analysis of finished water. Some lab equipment requires hazardous gas for operation that is monitored via the lab chemical alarm system. Washington Aqueduct seeks to replace the equipment of the alarm system. The scope of this project includes the procurement of fixed gas monitors, sensors, controllers and all components required for the complete operation of the chemical alarm system. Additionally, the scope includes manufacturer-representative technical commissioning and startup, and staff training services. (Note: Physical installation of sensors and conduit wiring will be performed by USACE in-house personnel).
