The U.S. Coast Guard Research and Development Center is exploring a research collaboration to evaluate AI-enabled tools for search-and-rescue operations. - Government buyer: Department of Homeland Security, U.S. Coast Guard, U.S. Coast Guard Research and Development Center. - Named technology participant/OEM: LOOKOUT, whose Super Intelligence (SI) situational-awareness tools are under consideration. - The effort would test automated target detection and assess whether the tools can support reliable coverage-factor values and data-driven Lateral Range Curve results for search planning. - Tools should be commercially available, high-technology-readiness-level, portable, self-contained, capable of edge computing, and compatible with video-feed-agnostic sensors. Evaluation may include performance in low light, fog, precipitation, and rough seas. - No products, part numbers, or quantities are specified. The requested work is testing and evaluation under a proposed CRADA, not a product purchase; the Coast Guard states it will provide no funding.
Description
The Coast Guard announces its intent to enter a Cooperative Research and Development Agreement (CRADA) with LOOKOUT to assess Super Intelligence tools for automated target detection and to establish a reliable coverage-factor value supporting data-driven Lateral Range Curve results for Search and Rescue operations. The proposed tools must be commercially available, portable, self-contained, capable of edge computing, and compatible with video-feed-agnostic sensors. The Coast Guard is requesting public comments on the proposed CRADA and potential participation by other parties; interested Federal entities with relevant capabilities may submit proposals for similar CRADAs. This notice states that CRADAs are not procurement contracts and that the Coast Guard will provide no funding for proposal development costs.
