This Federal Register notice combines regulatory information-collection activity with trade investigations and reviews; it does not announce a purchase opportunity. - Government offices: The Department of the Interior’s Office of Surface Mining Reclamation and Enforcement (OSMRE) seeks comments on renewing the information collection under 30 CFR 822. The U.S. International Trade Commission (USITC) conducts the trade investigations and review. - Trade matters: The USITC is investigating large-diameter graphite electrodes from China and India and conducting an expedited five-year review of melamine from China. These matters concern imports and potential trade remedies, not a request to buy products. - Information collection: OSMRE’s collection concerns protection of alluvial valley floors under 30 CFR 822 and OMB Control Number 1029-0049. Covered permittees install, maintain, and operate monitoring systems; State Regulatory Authorities review submitted monitoring data. The collection is annual and identifies 134 respondents. - OEMs and vendors: No manufacturers, OEMs, or commercial suppliers are named. No products or services are being procured.
Description
The U.S. International Trade Commission gives notice that it has scheduled the final phase of antidumping and countervailing duty investigations concerning large diameter graphite electrodes from China and India. The investigations will determine whether imports materially injure or threaten to materially injure a U.S. industry, or materially retard the establishment of a U.S. industry. The products include covered graphite electrodes and related graphite pin joining systems, with specified exclusions, and are classified under HTSUS subheadings 8545.11.00, 3801.10.50, and 3801.90.00. The notice provides procedures and deadlines for participation, submissions, and a hearing scheduled to begin February 9, 2027.
