This notice concerns ORR’s proposed revisions to its health-form information collection, not a purchase of products or services. - Government buyer: U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR). - What ORR proposes: Consolidate the Serious Medical Procedure Request (SMR) Form with the Medical Assessment Form (MAF) and Dental Assessment Form (DAF) under the collection titled “Office of Refugee Resettlement (ORR) Unaccompanied Alien Child Health Forms” (OMB collection 0970-0466). - Forms and proposed updates: - MAF: Revise fields for disabilities and accommodations; add information on ordered or completed laboratory tests and imaging; reduce duplicate documentation and improve instructions and data quality. - DAF: Require the History section only for the initial dental examination; improve instructions and data quality. - SMR Form: Incorporate and revise the form used by treating healthcare providers to request ORR approval before non-emergency procedures under anesthesia or IV sedation. The attachment identifies 0970-0561 for this form. - Respondents: Healthcare providers and care-provider staff, including primary care providers, medical specialists, dentists, and surgeons. - Notable information-sharing proposal: ORR may share limited health information with the Department of Homeland Security (DHS) for children with healthcare needs leaving ORR custody through DHS-led repatriation, to support continuity of care. The notice states that this sharing is not for immigration enforcement purposes. - Procurement status: No products, vendor services, quantities, OEMs, or vendors are identified for purchase; this is a request for public comments on an information collection.
Description
The Office of Refugee Resettlement requests public comments on moving the Serious Medical Procedure Request (SMR) Form under the Medical Assessment Form and Dental Assessment Form information collection, and renaming the collection “Office of Refugee Resettlement (ORR) Unaccompanied Alien Child Health Forms.” Proposed revisions to the forms are intended to improve transparency, reduce burden, improve data quality, and align them with ORR requirements. The collection supports health care for unaccompanied alien children in ORR custody, including medical and dental assessments and approval requests for certain non-emergency procedures. The request also provides for sharing limited health information with DHS in specific circumstances to support continuity of care during DHS-led repatriation.
