NEISD district-wide snack and food vending services

North East Independent School District is seeking a full-service vending provider for snacks and select food items across district facilities. - Buyer: North East Independent School District (NEISD), Procurement & eCommerce, San Antonio, Texas. - OEMs and vendors: No vending-machine manufacturers, product brands, or prospective vendors are named in the solicitation materials. NEISD is the buyer; USDA nutrition standards are referenced. - Equipment and locations: Provide new or reconditioned, free-standing, energy-efficient snack vending machines at approximately 67 district locations and 7–10 satellite locations. NEISD will determine the final quantities and locations, which may change. - Machines must have dollar-bill changers and credit/debit card readers, maintain adequate change and stock, and meet safety requirements. Student-accessible machines must support required timers or lockouts. - Two facilities also require a food vending machine in addition to a snack machine. - Products: Submit proposed snack items with nutrition labels for NEISD’s prior written approval. Applicable USDA and NEISD nutrition limits apply; beverage products are not accepted. Food offerings may include sandwiches, soups, microwaveable meals, burritos, hot pockets, and other breakfast, lunch, or dinner items, subject to approval. - Service requirements: Provide installation, stocking, cleaning, maintenance, repairs, refills, money collection, commission payments, and machine removal. Generally respond to service calls within 24 hours; fulfill refill requests the same day or by 9:00 a.m. the next morning if received after 3:00 p.m. Provide monthly activity reports by location and machine, and submit pricing, commissions, remuneration, and incentive proposals. - Contract term: Three years, with two optional one-year renewals; maximum term is five years.

Description

North East Independent School District is seeking proposals for district-wide snack vending service in accordance with the solicitation requirements and specifications. Respondents must provide proposed snack items for each machine category. The district makes no guarantee of purchase quantities or dollar amounts, and purchases will be made as needed. Proposals are due November 4, 2026; proof of insurance and a signed, notarized Hold Harmless Agreement must be submitted with the proposal.
