NAVAIR plans a sole-source procurement of FY28 spare and rapid-procurement parts supporting the VH-92A. - Government buyer: Department of the Navy, Naval Air Systems Command (NAVAIR); no specific sub-agency office is identified. - Requested items: VH-92A spare parts and rapid-procurement parts for FY28. No individual products, part numbers, or quantities are specified. - OEMs and vendors: No manufacturer, OEM, or vendor is named in the notice. - Notable requirement: The planned procurement is other than full and open competition because the Government considers the identified source to be the only source with the required expertise and proprietary technical data.

Description

The Naval Air Systems Command (NAVAIR) hereby issues the following synopsis for VH-92A Spare Parts.  This is a follow-up announcement to the Sources Sought, 2025-APM274-BOA-0001, previously posted to SAM.gov on 6 January 2025. The Sources Sought announcement is now closed.  Two (2) responses were received and adjudicated.

NAVAIR intends to negotiate and award a delivery order and delivery order modifications under Basic Ordering Agreement (BOA) N00019-23-G-0002 to Sikorsky Aircraft Corporation (Sikorsky), a Lockheed Martin company on an other than full and open competition basis.  The resultant order and modifications will be for FY28 spare parts and rapid parts procurements in support of VH-92A.  Sikorsky is the only known source with the knowledge, experience, expertise and the necessary proprietary technical data required to perform this effort.  Sole source acquisitions will be procured under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1, "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements".

This notice of intent is not a request for competitive proposals. However, interested parties are requested to submit a capability statement for the purpose of determining whether to initiate a competitive procurement. All responses received by the Government within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract actions based upon responses to this notice is solely within the discretion of the Government. Questions regarding this notice should be addressed to Jessica Lee via e-mail at jessica.l.lee71.civ@us.navy.mil.
