Cumberland County, North Carolina, is seeking a development partner to deliver and lease a large temporary shelter for people experiencing homelessness. - Government buyer: Cumberland County, North Carolina; contact: Heather Skeens, Assistant County Manager. - Opportunity: Find a partner to develop, build, maintain, and lease an Unhoused Support Center using the County Board of County Commissioners-approved design. Lease-to-own or purchase arrangements may also be proposed. - Facility requirements: 24,000 square feet with capacity for at least 100 people, including individuals and families, men, women, and children. The facility must include an ADA-accommodating kennel and accessible kitchen, bathrooms, building, and parking, and pass annual County environmental department inspections. - Requested partner capabilities: Relevant emergency-shelter and construction experience; project management and coordination; ability to work from the County’s design development documents; support for zoning and building approvals and community involvement; timely delivery; and proposed lease-only, lease-to-own, and construction-budget cost models. The County prefers in-house construction capabilities. - OEMs and vendors: No product manufacturers, OEMs, or prospective vendors are named. This is a development and facility-services opportunity, not a product purchase. - Value: No contract value is provided. A rough construction planning estimate is $7 million–$18 million; the lease value cannot be estimated without lease terms.
