MCAG Financial Management ERP Hosting, Migration, or Replacement

Merced County Association of Governments (MCAG) is seeking a provider to host or replace its financial management ERP system and support it across several affiliated organizations. - Buyer: Merced County Association of Governments (MCAG), Purchasing office; California joint powers authority. - Organizations served: MCAG, Transit Joint Powers Authority for Merced County (TJPAMC), Yosemite Area Regional Transportation System (YARTS), Merced County Regional Waste Management Authority (MCRWMA), and Measure V. - OEMs and vendors: Microsoft is the OEM for the existing Dynamics GP and SQL Server environment. Mekorma is identified in the existing system configuration. Valley TechLogic is MCAG’s IT partner and would be consulted during project planning. - Products and quantities: One Microsoft Dynamics GP environment, currently used by 12 users, and two associated company databases. The environment includes Management Reporter version 2.12.1613.0, Mekorma version 18.04.0086, and financial, sales, purchasing, and project-accounting modules. No part numbers are specified. - Requested work: Migrate and host the existing system and databases through Remote Desktop Services (RDS), or replace GP with a functionally equivalent ERP. Scope also includes reporting-tool recommendations, installation guidance, testing, project planning, post-production assistance, and ongoing hosting, maintenance, and support. - Notable requirements: Preserve financial and historical data, configurations, customizations, reports, and integrations; provide at least 98% monthly availability; use supported software versions; and support RDS printing, including MICR checks. Provide secure data transition and, at contract end if requested, complete data copies within 30 days at no additional cost, transition assistance, and certification that MCAG data has been securely destroyed after transition. - Additional support: Provide workstation installation documentation and up to one hour of instruction, and include a predetermined rate for technical assistance after project completion.

Description

MCAG is seeking proposals to migrate its existing Microsoft Dynamics GP environment and associated SQL Server databases to a secure, supportable hosting environment accessible through Remote Desktop Services, or to replace its existing ERP system with an equivalent system. The selected provider will provide, host, maintain, and support Microsoft Dynamics Great Plains or a functionally equivalent ERP system. Services are for MCAG, TJPAMC, YARTS, MCRWMA, and Measure V. Proposals are due electronically and must also be emailed by November 23, 2026, at 12:00 p.m. PST; questions are due November 6, 2026.
