The City of Cedar Rapids Public Works Department is seeking bids for a major bridge replacement and flood-control project along the Cedar River. - Buyer: City of Cedar Rapids, Public Works Department. - Project: Replace the existing 8th Avenue Bridge with a cable-stayed bridge and construct floodwalls, approach roads, traffic improvements, sidewalks and trails, utility work, drainage, and lighting. - OEMs and vendors: No OEM is identified or designated. Stanley Consultants is named as the preparer of an engineering analysis; no product vendor is specified. - Key bid items and materials: Subbase Modified 6-inch (15,221 SY; 2010-J), shared-use path PCC 8-inch Class C mix (1,471 SY; 7030-C), sidewalk PCC 6-inch Class C mix (3,526 SY; 7030-E), sod (15,558 SY; 9020-A), 12-inch filter sock and removal (12,981 LF each; 9040-D-1 and 9040-D-2), removal of light poles (12; 2401-6745765), demonstration shaft (65 LF; 2433-0003000), steel HP 14 x 73 piles (17,080 LF; 2501-0201473), and one stay cable system (SP-020). - Test-pile items: Four 50-foot HP 14x73 H-piles and two 50-foot PZC-26 sheet piles were used in the test-pile program; these are separate from the larger bridge bid quantity for steel HP 14 x 73 piles. - Notable requirements: The stay-cable system must include its integral passive ice-management profile. FHWA written concurrence and compliance documentation are required for the proposed cable-system classification and manufacturing plan; the addendum clarifies that no corrosion-protection coating is required. The bike-path railing must use domestic-origin duplex stainless steel. - Demolition and site requirements: Salvage 600 feet of railing for public distribution, 40 feet of railing and posts for public art, and at least 16 feet of variable-depth steel girder. Lead was detected in existing bridge paint, requiring applicable lead-removal measures and protection of the public, utilities, and nearby structures. - Engineering and monitoring considerations: Project documents address stability of seven mechanically stabilized earth walls, including a 75-year service-life criterion, 250 psf surcharge, and minimum 4-foot embedment. Vibration and noise monitoring during pile driving is recommended; test results identified disruption-level exceedances at the Courthouse. - Estimated project cost: Approximately $123 million. Final completion is required within 1,250 calendar days after notice to proceed.
