The U.S. Navy is seeking to rent one large emergency diesel generator for backup power at Puget Sound Naval Shipyard. - Government buyer: Department of the Navy, Naval Sea Systems Command (NAVSEA), Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Bremerton, Washington. - Requirement: Rental of one diesel generator rated at least 750 kW for the shipyard’s emergency power supply system; expected operation is under 50 hours per year, excluding emergency use. - OEMs: No manufacturer, brand, or part number is specified. No OEM is designated as the required source. - Technical requirements: 460 VAC, three-phase, 60 Hz; brake horsepower below 2,000; applicable emissions and electrical compliance; reverse-power trip, output breaker, local and remote start, alarms/status notifications, maintenance-free batteries, battery charger, water-jacket heater, and hour meter. The unit must include a double-wall UL 142-compliant fuel tank sized for 16 hours at full load, a NEMA 3R ISO enclosure, crane lift points, and secondary fluid containment. - Services and support: Delivery, preparation, testing, fuel analyses, pickup, one hour of on-site training, an equipment-specific Operation and Maintenance manual, and a post-award briefing. Provide 24/7 technical support; assess reported issues within four hours and repair or replace the generator within 48 hours, followed by a retest. - Rental periods: Seven-month base period and five-month option period, with a separate option to extend services for up to six additional months. The solicitation identifies the rental as a firm-fixed-price commercial service and is set aside for small businesses.

Synopsis / Solicitation Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued.

This is a non-personal services contract to provide the rental of One (1 EA) 750kW Diesel Generator (DG) to serve as part of an emergency power supply system (EPSS) for providing primary power and/or standby backup power at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) in Bremerton, Washington. See attached Performance Work Statement (PWS) for full details of this requirement.

This requirement is being competed as a 100% Total Small Business Set-Aside under North American Industry Classification System (NAICS) code 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing, PSC: W061 - Lease or Rental of Equipment – Electric Wire and Power Distribution). The Government intends to award a Firm Fixed Price Commercial Service type contract.

The period of performance will be 20 Nov 2026 – 30 Jun 2027 with an option to extend this contract until 19 Nov 2027.
