NIST is researching campus-wide access to a specialized mathematical literature and expert-review database for its Gaithersburg and Boulder campuses. - Government buyer: National Institute of Standards and Technology (NIST), NIST Research Library and Museum within Management Resources. - Requested access: Campus-wide online access to a searchable database of American and European mathematical sciences literature, expert reviews, and related discovery tools. No part number, user count, or subscription quantity is specified. - Database requirements: More than 3 million searchable records with links to original articles; independent expert-authored reviews and reviewer profiles; historical digitized coverage; references matched from more than 3,000 journals; citation tracking; author profiles; classification and keyword search; sorting, alerts, and DOI lookup. - Access requirements: 24/7 electronic availability, external hosting, and authentication through NIST IP addresses. - Named potential source/OEM: American Mathematical Society (AMS). The notice does not identify a specific database product by name and does not commit NIST to a sole-source award. - Procurement status: Market research to identify interested sources; NIST may compete the requirement. No subscription term or period of performance is stated.

Description

BACKGROUND

The NIST Research Library and Museum (Library) within Management Resources (MR), provides scientific and technical information assistance to 3,100 full-time staff and 2,000 researchers across the Gaithersburg, MD, and Boulder, CO campuses. To support NIST’s measurement science mission, the Library delivers access to critical electronic resources, including technical publications, e-journals, e-books, and scientific databases. Due to the volume and technical complexity of global mathematical literature, NIST researchers require specialized indexing, abstracting, and peer-critiqued evaluation tools. This acquisition provides campus-wide online access to a mathematical bibliographic and expert review database to enable efficient evaluation of proof validity, citation tracking, and discovery of peer-reviewed mathematical findings.

By facilitating global information discovery, access, and digital resource management, the Library ensures researchers maintain rigorous scientific integrity and technical leadership. NIST has a requirement to provide campus-wide access to a mathematical bibliographic and expert review database. Due to the volume and technical complexity of global mathematical literature, NIST researchers require specialized indexing, abstracting, and peer-critiqued evaluation tools. The Library requires campus-wide online access to a curated mathematics bibliographic and expert review database. Access ensures researchers can evaluate proof validity, trace citation history, and discover relevant peer-reviewed findings efficiently.

NIST has not yet determined its acquisition strategy for this requirement and encourages interested sources to respond to this Notice.  See attached document for specific details and instructions.
