Description

The requirement to conduct pre-employment civilian drug testing was placed on the Department of War (DoW) agencies and Military Services, which, in turn, developed separate programs governed by separate DoW Directives. In an effort to meet the need to conduct drug testing under HHS guidelines, the Department of Interior ( established a drug testing services contract through its National Business Center. Subsequent contracts have been used to facilitate the specimen collection and medical review services, while laboratory analysis was conducted at a DoW  laboratory certified by HHS.
