Construction Management and Inspection for the Doheny Ocean Desalination Project

South Coast Water District is seeking an owner’s representative to oversee construction and commissioning of the Doheny Ocean Desalination Project. - Government buyer: South Coast Water District, Purchasing Division (the notice also identifies the Administration/Purchasing Division). - Opportunity: RFQ 27-0004R (Reissue) for construction management and inspection services for a planned desalination facility in the Dana Point area of California. - Requested services: Project management and controls; construction inspection and reporting; design-build oversight; technical reviews; contract, submittal, change-order, and payment administration; commissioning, startup, operator training, performance testing, and closeout; and coordination with the District, project contractor, utilities, agencies, tribal monitors, and other stakeholders. - Project details: Planned production capacity is up to 5 million gallons per day. South Coast Water District is seeking Statements of Qualifications from firms to provide Construction Management and Inspection services for the Doheny Ocean Desalination Project. Services include construction management, inspection, project controls, commissioning oversight, contract administration, and technical support during construction, commissioning, and initial operations. The project uses a Progressive Design-Build-Operate-Maintain delivery model, with Phase 2 construction anticipated to begin in 2027. The District intends to select the most qualified firm through a qualifications-based procurement.
