The Alaska Oil and Gas Conservation Commission issued a regulatory notice concerning a request to waive plugging requirements for the Kuparuk River Unit 1D-119 well. - Government buyer/agency: State of Alaska, Alaska Oil and Gas Conservation Commission (AOGCC); the notice identifies no sub-agency or purchasing office. - Applicant: ConocoPhillips Alaska, Inc. - Request: Waiver of the plugging requirements under 20 AAC 25.112(c) for the Kuparuk River Unit 1D-119 well (Permit to Drill 197-222; Docket OTH-26-031). - Stated technical circumstances: An obstruction below the wireline-retrievable packer prevents isolation of individual West Sak strata. The applicant says shallow formation subsidence collapsed the single casing string and caused it to impinge on the tubing, making further rig-based intervention infeasible. - Procurement status: This is a regulatory proceeding, not a procurement opportunity. No products, services, quantities, part numbers, OEMs, or procurement vendors are identified.

Description

ConocoPhillips Alaska, Inc. requests a waiver of 20 AAC 25.112(c) for plugging and abandoning the Kuparuk River Unit 1D-119 well. The notice states that access below the wireline-retrievable packer is obstructed and casing collapse prevents isolation of the individual West Sak strata. CPAI says a rig-based intervention is not technically or operationally feasible to further reduce residual risks. The public hearing is tentatively scheduled for December 3, 2026, and written comments are due by November 25, 2026, unless a hearing is held.
