The United States Postal Service is seeking public comments on updates to its NEPA implementing procedures; this is a regulatory action, not a procurement. - Government buyer: United States Postal Service (USPS). - USPS is updating and partially rescinding its remaining procedures for implementing the National Environmental Policy Act (NEPA). - The procedures retain revised categorical exclusions, identify actions exempt from NEPA review, explain how USPS determines when NEPA applies, and address emergency circumstances. - USPS plans to maintain procedures covering only its internal processes in a separate handbook. - No products, services, quantities, part numbers, OEMs, vendors, or contract value are identified.
Description
The United States Postal Service extended the comment period for its September 25, 2026 interim final rule concerning its National Environmental Policy Act implementing procedures. The underlying rule partially rescinds and updates USPS’s remaining NEPA procedures, including revised categorical exclusions and requirements for determining when NEPA applies to USPS actions. USPS will maintain procedures relating only to its internal processes in a separate handbook rather than in the Code of Federal Regulations. Comments must be received by November 9, 2026.
