The Department of the Navy is seeking Roman Catholic priest services for Navy chapels and nearby installations. - Government buyer: Department of the Navy, NAVSUP Fleet Logistics Center Norfolk, Attention Code 301. - Services requested: Support religious programs at Naval Air Station Oceana and Dam Neck Annex chapels, with occasional support at nearby naval installations. Services include Mass, reconciliation, Holy Day and Advent services, sacramental and emergency ministry, baptisms and weddings, office hours, religious education, counseling, volunteer training, and related administration. - Schedule and quantities: The service schedule lists six line items: five 12-month periods (part numbers 0001, 1001, 2001, 3001, and 4001) and one six-month extension period (part number 5001). The PWS separately lists 415 service units for the base period, 419, 415, and 415 units for three 12-month option years, and 207 units for a six-month extension. - Important qualifications: The priest must be ordained, obtain ecclesiastical faculties from the Archdiocese for the Military Services (AMS), and satisfy specified experience, endorsement, installation-access, and clearance requirements. Work must comply with OPNAVINST 1730.1E. - Period of performance: The PWS describes a 12-month base period, three 12-month option years, and a possible six-month extension, for up to 66 months. The solicitation’s price-evaluation language instead refers to one 12-month option and up to six additional months, so the option structure is inconsistent across the documents. - OEMs and vendors: No product manufacturers, OEMs, or service vendors are named.
