The City of Santa Ana is seeking property-specific proposals to buy and develop city-owned vacant parcels. - Government buyer: City of Santa Ana, Public Works Agency. - Opportunity: Purchase and development of vacant properties in Santa Ana; proposals must be submitted separately for each property, and the properties are offered as-is. - Properties identified: Eight properties appear in the bid form and maps, although the materials describe nine consolidated property IDs. Listed parcels include commercial C2 (16,158 sq. ft.; appraised at $954,000) and C3 (107,370 sq. ft.; $6,900,000); mixed-use transit corridor TZC1 (25,139 sq. ft.; $1,600,000); professional office P2 (36,504 sq. ft.; $2,200,000); and residential R2, R3, R27, and R28. Appraisals and parcel sizes are not provided here for the residential properties. - Proposal content: Include a development concept and plans, schedule, financing and budget, bid amount, financial and economic benefit analysis, and community benefits. A 1% deposit is required for each parcel. - Notable requirements: Projects with 10 or more residential units must make at least 15% of units affordable to lower-income households. Affordability must be maintained for 55 years for rental units or 45 years for ownership units. The bid threshold is inconsistent across the materials: one section says at least 75% of appraisal, while the bid form says 70%. - Qualifications: Proposers must have at least five years in business and three years of relevant experience. - OEMs and vendors: No OEMs, suppliers, or awarded vendors are identified.
