The U.S. Department of the Air Force is seeking a developer for an Enhanced Use Lease at Edwards Air Force Base in California. - Government buyer: U.S. Department of the Air Force; Air Force Civil Engineer Center (AFCEC), Installations Directorate (AFCEC/CI). - Opportunity: RFLP AFCEC-27-R-0001 covers approximately 215 acres across two parcels: Site 1 (140 acres) and Site 2 (75 acres). The parcels are outside the installation security fence and have vehicle access from Rosamond Boulevard. - Requested development: The lessee would finance, permit, design, construct, own, maintain, and operate private-use improvements. Potential uses include housing, medical facilities, commercial and retail space, and an AI data center with directly related facilities. The AI data center term sheet also describes possible support facilities such as a pro shop, clubhouse with restaurant/bar, storage, and maintenance buildings; other uses require Government approval. - OEMs and vendors: No OEMs, product manufacturers, or commercial vendors are named. No equipment products, part numbers, or product quantities are specified. - Commercial terms: The lessee provides project financing, utilities, and operating services at its own cost, and pays cash consideration as ground rent, top-line participation rent, or both. Lease acreage, rent, and the AI data center lease term remain to be determined. - Site and environmental requirements: There are no existing improvements. Water and gas must be routed from off the installation; overhead distribution lines run along the parcels’ eastern edge. The developer is responsible for environmental baseline work, including at least a Phase I environmental survey, and cultural-resource surveys and consultation. Development should avoid the CERCLA Site 280 contamination footprint on the northern parcel; if development overlaps it, the developer assumes cleanup responsibility. - Insurance: Required coverage includes property, commercial general liability, business auto, crime, environmental/pollution liability, workers’ compensation, employers’ liability, and builder’s risk. Property and builder’s-risk coverage must be based on full replacement cost; auto coverage requires at least $1 million per accident, and employers’ liability requires at least $1 million for specified limits. Underground-storage-tank coverage is required if tanks are present. - Other notable conditions: The lease is governed by 10 U.S.C. 2667 and does not include military-housing-specific benefits. Proposed residential uses must not compete with Military Housing Privatization Initiative activities. The term sheet is non-binding until a Site Development Lease is executed.
Description
The Department of the Air Force (“DAF”) is accepting proposals for the development of market facing mixed-use projects to include, but not limited to, housing accessible to military families and/or single members, civilians and defense contractors, medical facilities, and commercial/retail space (“Projects”). As consideration for leasing its parcels to developers selected under this RFLP, DAF is seeking cash rent and/or in-kind consideration (IKC) including future, undetermined construction projects.
Pursuant to the foregoing Executive Order and the Enabling Statute, the Department of the Air Force (the “Government”) is issuing this Request for Lease Proposal (the “RFLP”) to solicit proposals from entities (“Offeror(s)”) interested in entering into a long-term ground lease (the “Lease”) to lease all or a portion of that certain real property located at Edwards AFB (the “Installation”), which is an active military installation located in Kern County, California comprised of two parcels totaling approximately 215-acres of land (the “Property”) from the Government for the purposes of financing, permitting, developing, constructing, installing, owning, maintaining and operating improvements upon the Property for the Lessee’s private commercial (non-Federal government) use (collectively, the “Project”). In accordance with and subject to the terms, requirements, and conditions of this RFLP, the Government will evaluate all proposals received to select one or more Offerors as a “Potential Lessee(s)” with whom to enter lease negotiations. A Potential Lessee with whom the Government makes and enters into a written and legally binding lease agreement is hereinafter referred to as a “Lessee.” If no agreement is made, a Potential Lessee may not actually become a Lessee.
