AFRL has announced the RISE umbrella framework for future research-facility construction, repair, and modernization opportunities. - Agency: Air Force Research Laboratory (AFRL), Department of the Air Force; Enterprise Strategies and Initiatives Division (RMZ). - Notice status: This is a parent announcement, not a request for proposals or solutions. AFRL expects to publish separate, active Areas of Interest (AOIs); responses will be accepted only under those AOIs. - Potential future work: Facility construction, repair, and modernization, potentially involving Owner’s Advisor oversight and advisory services, engineering, Progressive or Accelerated Design-Build, Design-Build to Budget, Industrialized Construction, and advanced or emergent facility technologies. - Award instrument: Any resulting award is expected to be an Other Transaction (OT) agreement under 10 U.S.C. § 2808a, not a procurement contract, grant, or cooperative agreement. - Scope and value: No specific project, quantity, part number, vendor, OEM, funding amount, or contract value is identified in this umbrella notice.

Description

This is an umbrella notice issued pursuant to 10 U.S.C. § 2808a – Facility Construction or Repair: Transactions Other than Contracts and Grants. No proposed solutions are being requested against this parent document; future Areas of Interest (AOI) will be published under this announcement to request solutions. Any resulting award will be an Other Transaction (OT) agreement for facility construction and repair NOT a procurement contract, grant, or cooperative agreement. Consequently, neither the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), nor the Commercial Solutions Opening (CSO) constraints of 10 U.S.C. § 3458 apply to this notice or any resulting agreement.
