The City of Sacramento is seeking an automated red-light camera enforcement program for as many as 20 intersections, including equipment, implementation, ongoing support, and related professional services. - Government buyer: City of Sacramento, Department of Public Works, Mobility and Sustainability Division; the initial notice also identifies Public Works / Engineering Services. Project Manager: Chris Dougherty. - Requested system: A vendor-provided red-light camera system with associated hardware, software, signage, secure data storage, and web dashboards. No camera manufacturer, model, or part number is specified, and the number of camera units is not given; the program may cover up to 20 intersections. - Technical requirements: Capture still images of at least 24 megapixels and video at 25 frames per second or faster; record license plates and straight-through, left-turn, and right-turn violations. The system must work across weather and lighting conditions, operate without a direct connection to City traffic signals, and integrate with the existing Duncan citation-processing system and future systems. It must meet California SB 720 specifications and support privacy protections and secure handling of City data. - Implementation and support: Provide planning, design, permitting, installation, activation, acceptance testing, relocation or removal when directed, maintenance, emergency repairs, staff training, and data and records management. Pricing is requested per intersection, with equipment costs potentially separated by direction. - Notable service levels: Quarterly equipment and pole inspections, monthly site visits, calibration verification at least every 60 days per location, outage reporting within four hours, and replacement of equipment that cannot be restored within 24 hours at no charge. The RFP calls for system availability with service interruption below 5%, system updates and upgrades at no additional charge, and a 24-hour emergency contact. - Data and training protections: Provide encrypted, secure data storage and tools to review, search, export, and analyze citation and traffic data. City data must not be shared, repurposed, or monetized except as authorized. Provide two days of on-site training within the first three months after contract execution, with up to six refresher trainings per contract year. - Additional consulting services in the attachments: Project management; data collection and mapping; public and stakeholder outreach; traffic analysis and transportation planning; preliminary urban design; funding and phasing strategy; preliminary design memorandum; CEQA/NEPA documentation; and subconsultant services. One attachment describes a consulting contract total of approximately $635,951.80, but it appears separate from the camera-system solicitation and is not treated as the camera program's estimated value. - Named prospective bidders/vendors: Bennett Engineering; Burrell Consulting Group, Inc.; CA Traffic Solution; Floral Park Consulting LLC; Interstate Sales; Lighting Technology, Inc.; Minagar & Associates, Inc.; Road Safety Inc.; and Valley Contractors Exchange. Duncan is named as the existing citation-processing system; no red-light camera OEM is identified.
