Prepurchase and delivery of a liquid oxygen storage and vaporization system

The Las Virgenes–Triunfo Joint Powers Authority is seeking a complete liquid oxygen equipment package for its water treatment project. - Government buyer: Las Virgenes–Triunfo Joint Powers Authority, formed by the Las Virgenes Municipal Water District and Triunfo Water and Sanitation District. The Las Virgenes Municipal Water District’s Engineering & Facilities department is conducting the procurement. - Procurement: Prepurchase and delivery of a liquid oxygen (LOX) storage and vaporization system for the Pure Water Project Las Virgenes–Triunfo. - Equipment includes a LOX storage tank, ambient air vaporizers, remote fill station, connecting piping, valves, sensors, and controls. - Component quantities, part numbers, models, and manufacturers are not specified; bidders must identify proposed manufacturers, models, and materials in a bill of materials and provide product cut sheets. - Installation is excluded and will be performed by others. Delivery is to the Westlake Filtration Plant in Westlake Village, California, coordinated with the District-furnished construction contractor. - OEMs and vendors: No commercial OEMs, manufacturers, or vendors are named in the notice. Bidders must identify their proposed equipment manufacturers. - Notable requirements: Bidders must demonstrate at least five years of experience fabricating operating LOX storage and vaporization systems and provide references for at least 10 similar systems completed within the prior five years. The supplier must coordinate design with the Engineer, meet applicable SRF, WIFIA, and Bureau of Reclamation funding requirements, and provide supporting compliance documents. Proposed alternates require approval; the bidder is responsible for any redesign or re-engineering related to an accepted alternate. - Pricing schedule: Separate lump-sum items cover contract execution, approved submittals and shop drawings, system equipment procurement, shipping to site, special services, sales tax, and bonds and insurance.

Description

The JPA is soliciting bids for equipment to furnish and complete a liquid oxygen (LOX) storage and vaporization system. Equipment includes a storage tank, ambient air vaporizers, a remote fill station, connecting piping, valves, sensors, and controls. Installation will be performed by others under a separate contract. Bids must be submitted electronically through the Procurement Portal by December 2, 2026, at 3:00 p.m.; the solicitation also requires a mandatory virtual pre-bid meeting.
