The University of Iowa is gathering market information on accounts payable invoice-processing automation and outsourcing for its Accounts Payable function. - Opportunity and buyer - Buyer: The University of Iowa, Accounts Payable; University of Iowa Health Care is included in reported invoice volumes unless otherwise noted. - This is an information-gathering RFI, not a formal solicitation; no award will result, and responses may inform a future RFP. No delivery model or go-live date has been selected. - OEMs and named vendors/platforms - Oracle: PeopleSoft Financials and Supply Chain Management (FSCM) 9.2 is the University's ERP, which it does not intend to replace. - Microsoft: Azure AI Document Intelligence/OCR is integrated with PeopleSoft; reported OCR accuracy is approximately 75%. - GHX is used for EDI invoice processing, but GHX and EDI invoices are excluded from the stated scope. - Okta is mentioned only as an example of a possible identity-management integration, not as a confirmed University system. - Requested service and volume - Information on AP automation and outsourced or managed standard purchase-order invoice processing; technology-only and hybrid models are also of interest. - The University processed 242,214 standard PO invoices in the reported annual volume. The service scope may cover invoice intake and capture, data extraction and validation, coding assistance, duplicate detection, 2-, 3-, and 4-way matching, exception handling, approvals, workflow automation, supplier communications, reporting, and payment readiness. - EDI/GHX invoices (163,810 in the reported volume), non-PO invoices, payment processing, check printing, vendor master management, vendor onboarding, and 1099/tax validation are out of scope. - Requirements and challenges - Solutions should address manual entry, missing PO details, duplicate invoices, and AP inbox management, while improving efficiency, invoice cycle times, touchless processing, supplier service, fraud controls, and scalability. - Matching and validation should support PO number, invoice date, invoice number, and payment terms. - Requested information includes AI, machine learning, OCR, fraud detection, integrations, implementation and support, operational metrics, service levels, pricing, references, and higher-education/public-sector experience. - Security and compliance considerations include at least SSAE 18 SOC 2 Type II standards and applicable privacy and data-protection requirements. University data generally must remain in the United States; offshore processing, hosting, support, or data access requires disclosure, and non-U.S. data access or handling requires prior written approval.
