Frederick County Public Schools is seeking a cloud-based routing platform for its 477-bus fleet, with optional transportation capabilities priced separately. - Buyer: Frederick County Public Schools (FCPS), including its Transportation Services Department and Purchasing Department. - Base requirement: Cloud/web-based bus planning and routing software for a 477-bus fleet. Fleet maintenance management is excluded; no routing-software OEM or brand is specified. - Named products, vendors, and integrations: Existing vehicle GPS units are Peplink Max BR1 Pro 5G. The solution must integrate with PowerSchool SIS and support Bus Stars integration or compatible export; GIS must support ESRI maps, layers, and shapefiles. Parent-app integration with PowerSchool SchoolMessenger is to be described. - Optional, separately priced capabilities: GPS/telematics for buses and support vehicles (“white fleet”); parent notifications and bus tracking; student ridership monitoring; field-trip management; and employee/driver data integration and management. Automated ridership options must separately price and describe required in-vehicle hardware and student credentials. - Notable routing and system requirements: Route optimization and scheduling, stop sequencing, redistricting and boundary planning, at least five years of operational routing data retention, customizable reporting and user permissions, scenario planning, separate Special Education and Regular Education travel networks, customizable student records, and administrator visibility into users’ daily work. - Optional GPS requirements: Describe compatibility with FCPS’s existing Peplink units and proposed hardware. Bus tracking requirements include real-time location, offline data retention and synchronization, driver-behavior monitoring, stop-arm and warning-light verification, door status, stop duration, geofencing, historical location records, and mobile access. - Delivery and support: Include implementation, data and route conversion, testing, pilot deployment, training, ongoing support, emergency 24-hour technical support availability, and fault-tolerant service with disaster recovery and data redundancy. The system must run in parallel with the incumbent during transition at no added cost. - Pricing: Itemize base and optional costs separately, including licensing, implementation, professional services, project management, installation, data migration, training, and maintenance/support. Automated ridership hardware and credentials must also be priced separately when applicable. - Term: The anticipated initial term runs from award through the end of the initial contract period, with two optional five-year renewals at FCPS’s discretion. A transition period with parallel system operation is required.
Description
Frederick County Public Schools seeks proposals from qualified firms to provide bus routing and planning software, with base pricing limited to routing and planning. Fleet maintenance management is explicitly out of scope. FCPS may separately select and add options such as GPS/telematics for buses and support vehicles, parent bus-tracking notifications, student ridership monitoring, field trip management, and employee/driver data integration; each option must be priced as a distinct add-on. Proposals and fee/cost proposals must be submitted separately through OpenGov Procurement.
