North Carolina is seeking a provider to deliver stream and wetland mitigation credits in the White Oak River Basin. - Government buyer: North Carolina Department of Environmental Quality (NCDEQ), Division of Mitigation Services (NCDMS). - Requested mitigation credits in Cataloging Unit 03030001: - 3,000 warm stream credits. - 3 riparian wetland credits. - 5 non-riparian wetland credits. - OEMs and vendors: No OEMs, vendors, or specific manufacturers are named. - Delivery requirements: The selected provider is responsible for project development, screening, conservation easement and property deliverables, mitigation planning, financial assurance, permitting, construction, planting, monitoring, reporting, and closeout. The State of North Carolina must hold a conservation easement for long-term protection. - Credit and proposal constraints: Preservation credits may not exceed 50% of total credits. Stream-only proposals are allowed; wetland-only proposals are not. - Performance period: Initial term of 10 years from final execution, with up to two optional one-year renewals.
