New Smyrna Beach is seeking an independent insurance consultant to assess municipal coverage and support a competitive insurance procurement. - Buyer: City of New Smyrna Beach, Florida — Purchasing Department; Volusia County. - Requested services: Review insurance allocations, coverage needs, policies, plan documents, amendments, and overall risk; help prepare and administer an insurance RFP; evaluate proposals and recommend an award; present findings to City staff and the City Commission; and develop annual premium allocations. - Coverage areas: Workers’ compensation and employers’ liability; property, including windstorm; rental income loss and extra expense; airport liability; public officials liability, including employment practices; fiduciary liability; storage tank liability; law enforcement liability; cyber crime; inland marine; and other City-requested coverage. - Independence and claims: The consultant must be an independent third party helping the City evaluate a brokerage, insurance pool, or insurance company—not the broker or insurer being evaluated. Historical claims and loss trends may be reviewed to identify coverage gaps, but claims support remains with the City’s current insurance provider. - Requirements: At least five years of governmental insurance consulting experience, knowledge of Florida public-sector insurance and procurement, a qualified project manager, references for similar work, required licenses and insurance, and separately itemized service fees and pricing options. The City anticipates one award. - Named company: FM Global is mentioned in a vendor question; the City states that, to staff’s knowledge, it does not currently engage with the company. No products, part numbers, or quantities are specified.
