City of Celina janitorial and porter services for municipal facilities

The City of Celina, Texas, is seeking one provider for recurring janitorial and porter services across municipal facilities. - Buyer: City of Celina, Texas; Purchasing office/Purchasing Director. - Scope and budget: All-inclusive janitorial service at 19 locations and porter service at 6 locations, generally priced for 52 weekly service instances per location. The approximate annual budget is $185,000. - Service locations and line items: - Janitorial service — 52 weekly instances each: Downtown Center (106,246 sq. ft.); Clubhouse (15,000 sq. ft.); Downtown Center Parking Garage Elevators and Trashcans (34,720 sq. ft.); Senior Center (4,420 sq. ft.); EDC (3,845 sq. ft.); Public Works Warehouse (6,762 sq. ft.); Public Works Admin (4,425 sq. ft.); Eng/Fire Admin Modular (5,940 sq. ft.); Finance/Admin Modular (5,940 sq. ft.); Police Headquarters (32,660 sq. ft.); Police Asset Building (5,637 sq. ft.); Annex (10,800 sq. ft.); IT Building (2,376 sq. ft.); Old City Hall/Library (8,500 sq. ft.); Waste Water Treatment Plant Lab at 700 N. Florida (999 sq. ft.); Waste Water Treatment Plant Lab at 18645 FM 455 (1,309 sq. ft.); NCCMUD WRF Lab at 7280 County Rd 135 (square footage pending); The Forge (4,500 sq. ft.); and Old Senior Citizen’s Center (1,750 sq. ft.). - Porter service — 52 weekly instances each: Downtown Center; Clubhouse; Downtown Center Parking Garage and Trashcans; Senior Center; EDC; and Annex. Service is to follow facility operating hours; no Sunday porter service is required at the parking garage. - Alternate pricing: One all-inclusive unit price for future additions, per square foot per day (quantity 1), and one all-inclusive price for one-time event cleaning, per square foot (quantity 1). - Named brand and vendors: Health Guard is the specified soap brand for manual and automatic dispensers. Named potential background-check providers are Sterling, First Advantage, Imperative, and Intelius, or another City-approved provider. No janitorial-services OEM or service vendor is specified. - Notable requirements: Propose staffing, consumables, and deep-cleaning services and schedules; include equipment, supervision, labor, tools, and materials in pricing. Check soap dispensers daily and refill as needed. Complete employee background checks at no cost to the City and meet CJIS requirements at designated locations. The IT Building does not require CJIS compliance or daytime cleaning. Cleaning schedules must not interfere with City operations. The Old City Hall/Library and Old Senior Citizen’s Center are scheduled for demolition during the anticipated contract period. - Period of performance: Services are anticipated to begin in mid-January 2027. The initial term is one year, with up to two additional one-year renewals by mutual agreement.
