El Paso Water is seeking a private partner to develop and operate a renewable natural gas facility at its Roberto R. Bustamante wastewater treatment plant. - Government buyer: El Paso Water Utilities (EP Water), through the Public Service Board; EP Water is a component unit of the City of El Paso. The project is in El Paso, Texas. - Opportunity: A two-stage public-private partnership to convert existing anaerobic-digester biogas into pipeline-quality renewable natural gas (RNG) for injection into the regional gas system. Up to three qualified firms may advance to the later RFP stage. - Facility context: The plant treats about 29 million gallons of wastewater per day on average, with permitted capacity of 39 million gallons per day. Biogas production averages about 306,000 cubic feet per day and has reached about 427,000 cubic feet per day. - Partner responsibilities: Provide project financing; design, permit, procure, construct, commission, start up, and performance-test the facility; integrate it with EP Water and pipeline infrastructure; and provide ongoing operations, maintenance, staffing, training, repairs, and site security. - Scope includes biogas pretreatment and conditioning, RNG upgrading, interconnection facilities, supporting piping, electrical, instrumentation and controls, and management and disposal of process residuals. - The partner will also market and sell RNG and environmental attributes, including renewable identification number (RIN) credits, and propose gas-offtake and fixed-payment or revenue-sharing arrangements with EP Water. - Named organizations: El Paso Water / El Paso Water Utilities Public Service Board is the buyer. ONE Gas is identified as the pipeline interconnection utility and source of biomethane specifications, not as a bidder or equipment supplier. No other bidder, reseller, or equipment supplier is identified by name. - OEMs and quantities: No OEMs, makes, models, equipment part numbers, or fixed product quantities are specified. No physical product line items are listed. - Notable scope boundary: The qualification phase covers Phase 1 using biogas already produced at the plant. Potential future co-digestion of fats, oils, and grease or a new digester is outside the scored evaluation. - Qualification emphasis: Relevant municipal RNG experience, operational reliability, safety, financial and management strength, qualified staff and technical capability, and ability to control project cost and schedule. U.S. experience is relevant; Texas and local experience is preferred.
