The U.S. Coast Guard proposes new operating rules for two Manitowoc River drawbridges in Wisconsin, including authorization for remote operation. - Government buyer: U.S. Department of Homeland Security, U.S. Coast Guard, Ninth Coast Guard District. - Purpose: At the City of Manitowoc’s request, the proposal aims to reduce downtown vehicle congestion and enable remote bridge operation. - Bridges affected: Eighth Street Bridge (mile 0.29) and Tenth Street Bridge (mile 0.43), over the Manitowoc River in Manitowoc, Wisconsin. - Proposed operating rules: During the spring-to-fall operating season, the bridges generally need not open during specified weekday morning, midday, and afternoon rush-hour periods; weekend and federal-holiday exceptions apply. Overnight openings require two hours’ advance notice, and openings during the winter season require at least 12 hours’ advance notice. - Remote operation and communications: One drawtender may operate one or both bridges remotely from a control house at either bridge. Each bridge must have an operating radiotelephone and two-way public-address system for communicating with vessels. - OEMs and vendors: No product manufacturers or commercial vendors are identified. The City of Manitowoc is the requesting municipality, not a named vendor. - Procurement scope: This is a proposed regulatory change, not a purchase of products or services; no quantities, part numbers, or contract value are provided.
