The USDA Forest Service is seeking construction services to replace waterline infrastructure serving the Ross Springs–Red Canyon public water system in Utah. - Government buyer: U.S. Department of Agriculture (USDA), Forest Service, Region 4; Ashley National Forest, Flaming Gorge Ranger District. The solicitation identifies CSA Intermountain 8. - Scope: Replace waterline infrastructure serving Red Canyon Campgrounds and Visitor Center. The existing asbestos-cement pipes are to be abandoned in place to the extent possible. - Main quantities: Install 4,450 linear feet of 4-inch HDPE water main and add imported, government-sourced fill over 1,150 linear feet of existing pipeline. A separate schedule line lists 4,475 for 4-inch HDPE pipeline, so the documents show a quantity discrepancy. - Other listed items: Two combination air-vacuum valves with utility boxes; 1.5-inch and 2-inch HDPE pipeline; pipe sleeve; daylight and pumpout drains; curb boxes and valves; a gate valve; select borrow; and grounded and non-grounded water locating-system access points. The schedule also lists one pumpout-drain pump. - Named OEMs and products: Milwaukee (M12 Stick Transfer Pump); Av-Tek (5700-DI-3F-RFP-SUB), APCO (No. 143C), and Val-Matic (201C.2) are identified as acceptable combination air-valve models, or approved equal. No OEM is specified for the HDPE pipe or the other scheduled materials. - Notable requirements: Water service should remain operational as much as possible; planned outages require coordination, and accidental interruptions must be restored within 36 hours. Work includes stream protection, traffic control, erosion control, waterline flushing, pressure and leakage testing, disinfection, and bacteriological examination. The procurement is a total small-business set-aside. - Schedule: The documents conflict on performance duration: one schedule states 30 days from notice to proceed, while other project documents specify completion within 90 calendar days after notice to proceed. Performance and payment bonds are required after award.
