MH-60T replacement Emblem and Beacon Lights

The U.S. Coast Guard Aviation Logistics Center is seeking replacement lights for MH-60T aircraft maintenance. - Government buyer: Department of Homeland Security, U.S. Coast Guard, Aviation Logistics Center (ALC), Medium Range Recovery (MRR) Product Line. - OEM: Clayton International Inc. (CAGE 08EX5), identified as the suggested source. - Requested products: - 4 Emblem Light, LAW E — P/N CN3340-C001-041; NSN 6210-01-HS1-6535. - 8 Beacon Light, LAW E — P/N CW3340-D003-041; NSN 6210-01-HS1-6536. - Options: The Coast Guard may order up to 4 additional Emblem Lights and 8 additional Beacon Lights, at the same prices and lead times, within 365 days after award. - Notable requirements: Items must be approved for the MH-60T. Offers from other authorized or licensed OEM sources may be considered. The Coast Guard says it lacks the technical data needed to manufacture the items; the solicitation also requires documented OEM traceability and manufacturer and vendor certificates of conformance.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.201, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation number 70Z03827QJ0000008 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification Standard (NAICS) Code is 336413. The small business size standard is 1,250. This is an unrestricted requirement. All responsible sources may submit a quotation which shall be considered by the agency.  

It is anticipated that a firm-fixed price purchase order will be awarded for the items found on Attachment 1 – List of Items – 70Z03827QJ0000008 on a sole source basis as a result of this synopsis/solicitation.

At the time of award, the United States Coast Guard (USCG) will place an order for the quantity of all items requested in Attachment 1 – List of Items – 70Z03827QJ0000008. In accordance with Federal Acquisition Regulation 52.217-6, the USCG may require additional quantities for each item as referenced in Attachment 1 – List of Items – 70Z03827QJ0000008 for up to a maximum quantity of each item in Attachment 1 – List of Items – 70Z03827QJ0000008 at the same price and lead time as the original order within three hundred and sixty-five (365) days after the initial award date.  ***Please note that if the USCG chooses to exercise any optional quantity modifications, such modifications will be issued unilaterally to the contractor.

Only the items requested in this solicitation will be considered for award. All items shall have clear traceability to the Original Equipment Manufacturer (OEM), Clayton International Inc (Cage Code 08EX5). Traceability means a clear, complete, documented, and auditable paper trail which traces each step from an OEM to its current location.  

The contractor shall furnish a COC in accordance with Federal Acquisition Regulation (FAR) clause 52.246-15. COC must be submitted in the format specified in the clause.  Offerors must be able to provide necessary certification including traceability to the manufacturer, manufacturer's COC and its own certificate of conformance.  Prospective vendors who are not the OEM must provide traceability for the offered product back to the manufacturer.
