Ocean County, New Jersey, is seeking qualified law firms to provide general county counsel services to the County and its Board of Commissioners. - Government buyer: County of Ocean, through the Ocean County Board of Commissioners and County Administrator. - OEMs and vendors: No law firms, vendors, or product manufacturers are named in the materials. - Requested service: General County Counsel Services, provided as needed on a fee-for-service basis. No guaranteed minimum workload or compensation is specified. - Provide legal research, advice, and advisory opinions; represent the County in federal and state courts, administrative tribunals, and other forums; and draft or review resolutions, ordinances, motions, contracts, and shared-services agreements. - Attend County, Board, department, and agency meetings when requested, and advise on relevant changes in laws, regulations, and court decisions. - Potential matters include contracts, personnel and civil service, eminent domain, land use, public contracts, real property, intergovernmental agreements, grants, environmental and solid-waste issues, public bonds, consumer affairs, elections, risk management, workers’ compensation, public-records requests, and litigation. - Notable qualifications: Firms must have a primary office in Ocean County and at least five years of experience representing a New Jersey county government in the specified legal areas. Proposals are to describe assigned professionals’ qualifications, experience, staffing, licenses, insurance, and fees, including attorney and support-staff rates and any proposed expenses. - Selection considerations: Qualifications and relevant experience/references are each weighted at 30%; understanding and ability to perform at 20%; office location at 10%; and proposal completeness at 10%. The County may select multiple firms.
