Ocean County is seeking election equipment and related services compatible with its existing voting systems. - Government buyer: Ocean County Board of Commissioners, County of Ocean — Election Board, Toms River, New Jersey. - OEM: Election Systems & Software (ES&S) is the named manufacturer and compatibility baseline for the County’s ExpressVote XL voting machines and ElectionWare election management software. No other vendors are named. - Equipment and supplies requested: ExpressVote XL machines and printers; DS950 scanners/tabulators; paper rolls; Paper Path Modules; carts; privacy curtains; voter lights; secure card containers; backup batteries; Universal Voting Console keypads with headphones; DS450 and DS950 rollers; and ExpressVote XL wheel assemblies, each including two struts and a reinforcement bar. Quantities and manufacturer part numbers are not specified. - Software and licensing: Firmware licensing for ExpressVote XL, HMA DS450, and HMA DS950 equipment; two-year software licensing and support; and ElectionWare licensing with an English synthesized voice file, regional transmission software, and synthesized audio capability. Description

Ocean County is requesting proposals to provide voting machine equipment, software licensing, consumables, and related services for a two-year contract. Equipment and software must be compatible with the County’s Election Systems & Software ExpressVote XL voting machines and ElectionWare election management software. Work includes equipment maintenance and repair, licensing and warranty support, consumables, training, and election-related support services. Proposals must be submitted electronically through the County’s OpenGov portal by November 13, 2026, at 4:00 p.m. prevailing time.
