The Texas Department of Public Safety is seeking statewide bulk fuel supply and delivery for its facilities. - Government buyer: Texas Department of Public Safety (Department of Public Safety - 405), Procurement & Contract Services. - Procurement: Five-year blanket contract for statewide delivery of regular unleaded gasoline, reformulated gasoline, dyed or clear ultra-low-sulfur diesel, and Jet A-1 aviation fuel. No fixed quantities or minimum purchases are guaranteed. - Products and specifications: - Regular unleaded gasoline: minimum 87 octane; ASTM D4814 and SAE J312 compliance. - Reformulated gasoline: oxygenated fuel meeting applicable environmental requirements, including a maximum 1% benzene content. - No. 2 dyed ultra-low-sulfur diesel: applicable Texas, ASTM, and SAE requirements; minimum cetane number of 40 and specified sulfur and aromatic-content limits. Winter additive is required during the applicable winter period. - Clear diesel: may be purchased instead of dyed diesel; applicable fuel-tax treatment and vendor refund responsibilities apply. - Jet A-1 aviation fuel: ASTM D1655 compliance and stated chemical-content requirements. - Delivery and pricing: Deliveries are generally required within 24 hours of an order. Pricing uses the OPIS net contract low terminal price, plus taxes and a proposed per-gallon vendor constant that includes delivery and related operating costs. Vendors must provide accurate gallon-level measurement and delivery tickets and meet fuel quality, spill prevention, and driver training requirements. - Delivery locations: DPS sites across Texas, including locations in Paris, Fort Worth, Wichita Falls, Amarillo, Lubbock, Odessa, San Angelo, Abilene, Waco, Tyler, Lufkin, Houston, Yoakum, Austin, San Antonio, Corpus Christi, Bryan, Dallas, Atlanta, Beaumont, Pharr, Laredo, Brownwood, El Paso, and Childress. - OEMs and named suppliers: No fuel manufacturer, OEM, or prospective supplier is identified. OPIS is named as the pricing reference, not as a fuel supplier. - Additional attachment requirement: The subcontracting-plan attachment calls for vendors to disclose planned subcontracting and, when applicable, document good-faith outreach to Texas-certified VetHUBs.
