The Department of War is seeking industry concepts to strengthen installation survivability and support development of the “Base of the Future.” - Opportunity: Request for Information (RFI) for market research and planning; this is not a contract award or a commitment to provide funding. - Agency: Department of War (DoW), through the Office of the Assistant Secretary of War for Energy, Installations, and Environment (OASW(EI&E)). - Who may contribute: Organizations in military construction, materials science, and the defense-industrial sector. - Areas of interest: Passive protection for structures, personnel, and critical utilities; reducing installation target signatures; materials or systems that absorb kinetic energy; and maintaining mission-essential functions when installations or infrastructure are degraded. - Technology maturity: Mature capabilities may inform near-term integration and future military construction standards. Earlier-stage concepts may help shape research and development priorities. - Missing details: No vendors, OEMs, specific products, quantities, part numbers, submission dates, or performance period are provided in the available notice text. Further focus areas and submission instructions are referenced in an attachment that was not provided.
Description
Description. This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly.
Responses to the RFI will not be returned. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
The Government does not intend to award a contract based on this RFI or reimburse any costs associated with the preparation of responses to this RFI. It will also not consider any solutions that are proprietary unless clearly marked.
Overview. The Office of the Assistant Secretary of War for Energy, Installations, and Environment (OASW(EI&E)) is soliciting concepts, capabilities, and technical insights from the military construction (MILCON), materials science, and defense-industrial sectors. The focus areas can be found in the attachment below.
The Department of War (DoW) is transitioning its installation framework to support active operational posture. Under Title 10 of the U.S. Code and the strategic directives of the annual National Defense Authorization Act, military installations are recognized as primary power projection platforms. The survivability of these installations under kinetic and multi-domain threats is directly related to the readiness and capabilities of the U.S. Armed Forces.
To support the development of the “Base of the Future,” the DoW seeks novel, non-prescriptive solutions in passive force protection to protect physical structures, personnel, and critical utility infrastructures. The Department intends to move past traditional “pour-concrete-and-hope” hardening and pivot the paradigm to focus on minimizing target signature, absorbing kinetic energy dynamically, and maintaining mission-essential functions even during active degradation.
The DoW intends to use these insights to actively shape near-term procurement and long-term modernization strategies. Specifically, mature, ready-to-deploy technologies will be evaluated for immediate integration and inclusion in upcoming military construction standards. Promising, early-stage concepts will be used to guide and prioritize future research, development, and science and technology funding pipelines.
Background. To identify potential technological advancements, the DoW seeks information categorized into four functional, capability-based domains. Respondents are encouraged to look beyond legacy building codes and focus on facility survivability in contested environments.
Disclaimer: This is a Request for Information (RFI) issued solely for market research and strategic planning. This does not constitute a Request for Proposal (RFP), nor does it obligate the Office of the Secretary of War or OASW(EI&E) to fund or contract for any submitted concepts.
