Sheyenne National Grassland Road Reconditioning and Aggregate Surfacing

The USDA Forest Service is seeking a contractor to recondition roads and place aggregate surfacing across the Sheyenne National Grassland. - Government buyer: U.S. Department of Agriculture (USDA), Forest Service; Dakota Prairie-Sheyenne Ranger District, Dakota Prairie Grasslands; USDA-FS CSA Northwest 3. Region One and the Sheyenne Ranger District are also identified in the map attachment. - Location: Sheyenne National Grassland in Ransom and Richland Counties, North Dakota. - Scope and quantities: Annual maintenance includes 1 mobilization, 15.08 lane-miles of road blading/reconditioning, and 1,559 cubic yards (CY) of untreated aggregate courses. Mapped work identifies 3 miles of blading and 60 CY surfacing on Road 1201; 6.3 miles of blading on Road 1212; 2 miles of blading and 120 CY surfacing on Road 1223; 60 CY surfacing on Roads 1248 and 1262; and 3.8 miles of blading, five trailhead/parking areas, and 280 CY surfacing on Roads 1250, 1250E, and 1250F. - Aggregate requirements: Contractor-furnished untreated aggregate must be certified weed-free and meet North Dakota Class 13 requirements. The government’s representative must approve aggregate characteristics and quality before placement. Mapped surfacing work specifies a 4-inch surface. - Work requirements: The contractor furnishes labor, materials, equipment, tools, transportation, and supplies. Blading restores roadway grade, cross-section, alignment, shoulders, turnouts, and drainage; performance requirements generally limit work to six grader passes. - OEMs and vendors: No OEMs, manufacturers, or commercial vendors are named; this is a construction and maintenance service requirement rather than a specified branded-product purchase. - Performance period: Approximately eight months, from late fall through summer. An extension option is noted, but its duration is not specified.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1240BE27Q0011 is issued as a Request for Quotation (RFQ)

The general scope of work pertaining to this contract consists of performing annual road, campground road and trailhead maintenance throughout the Sheyenne National Grassland. This work is being solicited as a “performance- based” service contract. The term “performance-based” indicates the Contractor is responsible for achieving an end product. Furnish all labor, material, equipment, tools, transportation, and supplies necessary to complete the work according to the contract.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 237310  The small business size standard is 45M  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.
