Military Sealift Command Norfolk is seeking up to two tanker time charters to move clean petroleum products in the Western Pacific and Sea of Japan. - Government buyer: Department of the Navy, Military Sealift Command (MSC), MSC Norfolk, Strategic Sealift Program Support Office (N103A). - Requested service: Up to two tanker time charters; each vessel must independently meet the full requirement. The RFP identifies a 90-day charter and uses part number N3220527R6014. - Vessel and cargo requirements: Approved U.S.- or foreign-flagged, double-hull tankers with an inert gas system (IGS) and segregated ballast tanks (SBT). Each must carry at least 240,000 barrels of F76 and/or JP5 in naturally segregated cargo tanks with double-valve isolation. Limits include 200 meters maximum length overall, 50,000 MT maximum deadweight, and a minimum laden speed of advance of 13 knots in moderate weather; cargo capacity must be achieved without exceeding a 13.41-meter draft. - Delivery and redelivery: Western Pacific/Sea of Japan ranges at the Charterer's option; Ulsan, South Korea, and Sasebo, Japan, are identified as intended ports. - Notable operating requirements: Arrive clean and gas-free for Government cargo-tank inspection; provide required vessel and cargo-compatibility documentation; be able to clean and inert tanks within three days; and meet specified hot-wash, inspection, safety, and reporting requirements. Copper or copper-alloy cargo-contact systems are prohibited unless waived by DLA-E. A Spain-to-Gibraltar next-port restriction also applies. - Other services that may be required: Certified marine chemist and applicable benzene testing; oil-spill response arrangements and possible ship-to-ship lightering support; fuel-consumption monitoring and reporting; secure space and SATCOM support; an armed contractor security team of at least four personnel; and coordination of DRAKE c-UAS system shipment if requested. DRAKE is named as a system, but no manufacturer or vendor is identified. - OEMs and vendors: No tanker operator, reseller, or OEM is identified by name in the provided materials. No manufactured products are directly requested as line items. - Attachments: The TANKTIME proposal form requests vessel, charter, equipment, safety, speed, and fuel-consumption data but is blank. Its supporting spot-charter material describes additional operational requirements; the RFP supplies the specific two-vessel, 90-day requirement.
