Dakota Skipper Habitat Survey and GIS Mapping Services

The USDA Forest Service is seeking fixed-price ecological survey and mapping services for Dakota skipper habitat on the Little Missouri National Grassland in North Dakota. - Government buyer: USDA Forest Service; USDA-FS CSA Intermountain 2; Dakota Prairie–McKenzie Ranger District. The solicitation identifies Joanne Meiers. - Requirement: Survey and map suitable Dakota skipper habitat in the McKenzie Ranger District, McKenzie County, North Dakota. No OEMs, manufacturers, or contractor vendors are named; no commercial products or part numbers are requested. - Work and deliverables: Prepare a work plan; conduct field survey and habitat mapping; and deliver a final report and GIS files. The work includes identifying habitat based on native grasses and flowering forbs, mapping suitable habitat perimeters, and recording locations of rare, TES, or RFSS pollinators, including Dakota skipper, with GPS photographs. - Technical requirements: Provide GPS polygon files in UTM, NAD83, monthly field-season email updates, and a final survey report. The contractor supplies labor, equipment, transportation, lodging, supervision, and other incidentals. The Forest Service provides habitat shapefiles, a data dictionary, and access instructions. - Qualifications: Personnel should have rare-plant and floristic survey experience and knowledge of Great Plains flora. Work must take place during the appropriate seasonal and phenological window. - Schedule: Field work is planned for the 2027 field season, with reporting and final GIS deliverables extending into the following winter. Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12 of the Revolutionary FAR Overhaul (RFO).  This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. 

Solicitation number 1284LM27Q0002 is issued as a Request for Quote (RFQ) for Dakota Skipper habitat survey and mapping within the McKenzie Ranger District in McKenzie County, North Dakota on the Little Missouri National Grassland (LMNG).

This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 541620. The small business size standard is $19M. This acquisition is a total small business set-aside. All responsible sources may submit a quotation which will be considered by the agency.
