The Contracting Officer (CO) has determined after market research that there does not appear to be another certified SDVOSB that can meet the emergent need of the facility to get the requirement complete to meet the deadline outlined without unacceptable risk. Therefore, the most suitable and responsible course of action is to sole source this requirement to First Environment a certified SDVOSB, to ensure continuity of regulatory compliance, operational reliability, and to meet the facilities need of meeting the requirements of 40 CFR 112.5(b).
