Description

1. Purpose

This Sources Sought Notice is issued for market research purposes only. The Government is seeking information from capable and interested businesses, including small businesses, that can provide systems engineering support for integration and test of Mode 5, Traffic Alert and Collision Avoidance System (TCAS), and surveillance cloaking capability into two United States Marine Corps (USMC) Boeing C-40A Clipper aircraft.

This notice is not a solicitation, request for proposal, request for quotation, invitation for bid, or commitment by the Government to award a contract. The Government will not reimburse respondents for costs associated with preparing or submitting a response.

Information received will be used to assess the availability of qualified sources, determine the extent of small-business capability, and inform the Government’s acquisition strategy.

2. Requirement Description

The Government anticipates a requirement for systems engineering, avionics integration, and test support associated with incorporation of surveillance capability into two USMC Boeing C-40A Clipper aircraft.

The anticipated place of performance is Naval Air Station Patuxent River, Maryland. Additional travel or support at other Government or contractor locations may be required, as identified in any future solicitation or statement of work.

The anticipated effort includes engineering analysis, integration planning, interface assessment, configuration management, installation support, ground- and flight-test planning and execution, anomaly resolution, technical-data development, and technical program support.

The effort requires integration of the following avionics equipment:

APX-119-540 Transponder — P/N 4079100-0540 Digital Control Panel (DCP) — P/N 4087561-0503 KIV-79 Crypto Applique — P/N 4079080-0503 Personality Module (PM) — P/N 4088953-0501 TPA-100B Traffic Alert and Collision Avoidance System (TCAS) Computer — P/N 940-0351-010

3. Anticipated Scope

Potential sources should be capable of providing the following, as applicable:

Review and analyze aircraft-level, system-level, and equipment-level requirements. Develop or update systems-engineering artifacts, interface-control documentation, integration plans, test plans, test procedures, and test reports. Assess aircraft electrical, mechanical, software, data-bus, antenna, display, and avionics interfaces associated with the identified equipment. Support aircraft modification planning, installation, and integration activities. Provide configuration-management, engineering-change, and technical-data support.
