Armed and Unarmed Security Officer Services for the Las Vegas-Clark County Library District

The Las Vegas-Clark County Library District is seeking a security-services contractor for its libraries and other District locations. - Buyer: Las Vegas-Clark County Library District, General Services Department. The District seeks one qualified, licensed, and insured contractor. - Services and staffing: Uniformed armed and unarmed officers for scheduled shifts, roving patrols, special events, and overtime/holiday coverage. Scheduled staffing totals 1,673 officer-hours per week, including 467.25 lead hours and 1,205.75 regular hours. Special-event staffing is as needed; historical usage was 2,577.25 officer-hours. - Patrols and management: Three armed roving patrols operate seven days a week. The pricing form requests annual costs for each patrol, including one lead patrol, and for one full-time account manager dedicated to the District and available around the clock. The contractor supplies and maintains patrol vehicles and related equipment. - Rates and wages: The proposal must provide hourly bill rates and minimum wages for armed and unarmed officers across regular shifts, special events, and overtime/holiday work, plus armed-lead rates. Minimum starting wages are $22.50 per hour for armed officers and $18.00 per hour for unarmed officers. The District adds $1 per hour for an armed officer assigned lead duties. - Technology requirement: Provide an integrated guard-tour and security-operations system with a mobile app and secure management portal. Capabilities include GPS tracking, checkpoints, incident reporting, alerts, reporting and analytics, and offline operation with later synchronization. The District owns the data and must be able to access and export it without additional licensing fees. - Insurance: Required coverage includes statutory workers’ compensation, general liability of at least $1 million per occurrence and $2 million aggregate, automobile liability of at least $1 million per accident, excess liability of at least $5 million, and client-property coverage of at least $100,000 per occurrence. - Term and startup: One base year with up to four one-year options. The contractor must be fully operational within 30 days after award. - OEMs and vendors: No OEMs, products by brand, or prospective vendors are named in the provided materials.

Description

The Las Vegas-Clark County Library District is soliciting proposals from qualified, experienced security officer services companies. The selected company will provide professionally trained, armed and unarmed uniformed security officers on scheduled shifts, roving patrols, and special events at District locations. Responses must be submitted through the NGEM system by November 13, 2026, at 2:00 p.m. PST. A pre-bid conference is scheduled for October 26, 2026.
