Cedar Rapids seeks financial ERP, payroll, and HCM solutions with implementation and support

The City of Cedar Rapids Finance Department is seeking proposals for replacement financial ERP, payroll, and HCM solutions, with payroll and timekeeping prioritized to maintain operations. - Government buyer: City of Cedar Rapids, Finance Department, Iowa. - Requested solutions: Vendors may propose for one, two, or all three scopes; the City may select multiple vendors or an integrated solution. - Financial ERP: general ledger, budgeting, project and grant tracking, procurement, accounts payable, fixed assets, reporting, analytics, security, and integrations. - Payroll: public-sector payroll, union rules, time and attendance, deductions, leave, compliance, reporting, and employee self-service. Replacement time clocks and time-and-attendance capability are required before full payroll implementation. - HCM: core HR, recruitment, onboarding, benefits, performance, learning, compensation and position management, reporting, analytics, security, and integrations. Payroll, timekeeping, scheduling, and workforce management are outside the HCM scope. - Estimated user populations: HCM—5 administrators, 25 other users, and 1,400 self-service users; payroll—10 other users and 1,800 self-service users; financial ERP—5 administrators, 40 users, and 50 purchase approvers. The City reports approximately 1,400 full-time and 400 seasonal or temporary employees. - Implementation and support: Proposals should cover software licensing or subscriptions, project management, consulting, configuration, process review and solution design, data conversion and migration, integrations, testing, training, change management, go-live and stabilization, maintenance, and technical support. At least 10 years of data and transactions are anticipated for conversion. - Notable requirements: Hybrid or cloud-based solutions are preferred. Solutions should integrate with existing and future enterprise systems and address security, privacy, compliance, and data migration. Payroll/timekeeping is to be implemented before financial ERP; HCM and financials follow unless HCM is needed for payroll implementation. - Named incumbent systems and vendors: Oracle PeopleSoft (financial ERP and payroll), NEOGOV (HCM and LMS), SumTotal/WFM (time clocks being retired), Vector (CrewSense), Kronos (Telesta), RecTrac/TenFore, and IonWave/Euna Procurement (submission portal). Description

The City of Cedar Rapids Finance Department is seeking proposals for the purchase and implementation of an Enterprise Resource Planning (ERP) system, a payroll system, and a Human Capital Management (HCM) solution. The scope includes software licensing or subscriptions, implementation, configuration, data migration, integrations, training, testing, change management, and ongoing maintenance and support. Vendors may propose on one, two, or all three scopes, which the City may evaluate collectively or independently. Proposals must be submitted electronically through the City’s E-Procurement portal; the City states the proposal close date was extended to November 18, 2026, at 3:00 PM CST.
