Hawaii is seeking demolition and debris removal at Port Allen Small Boat Harbor after hurricane damage. - Government buyer: State of Hawaii Department of Land and Natural Resources (DLNR), Division of Boating and Ocean Recreation (DOBOR), Engineering Branch. - Location and job: Port Allen Small Boat Harbor, Eleele, Kauai; Job No. KA26-02. - Requested services: Mobilization and demobilization; installation and maintenance of best management practices (BMPs); demolition, hauling, and disposal of in-water and shoreline-adjacent debris; and Engineer-approved additional work. - The work includes removing damaged piers, floating docks, railings, gates, gangways, damaged concrete sidewalks, revetment cap, vessels, and other debris. Remove attached pipe, conduit, rope, and SeaFlex cables with the floating docks; cut remaining metals flush to concrete and coat with corrosion-resistant paint. Helical anchors are to remain in place. - The bid includes a $200,000 allowance for additional work. The mobilization/demobilization item is capped at 10% of the sum of bid items 2–4. - Notable site requirements: Use designated access and hauling routes and stockpile areas. Keep stockpiles surrounded by sediment filter socks and covered with plastic sheeting outside work hours. Boat ramp permittees have priority over debris hauling, and staging or stockpiling is prohibited in designated limited-access areas. - Named companies and equipment in attachments: Sea Engineering, Inc. is identified as the contractor for a referenced hydrographic survey, not as a bidder or supplier for this demolition solicitation. The survey report also names R2 Sonic 2020 multibeam sonar and Velodyne VLP-16 LiDAR; neither is requested for purchase. - Performance period: Complete the work within 60 consecutive calendar days after written notice to proceed. Notice to proceed may be delayed up to 365 days after bid opening; no escalation or delay compensation is provided for issuance within that period. - Estimated contract value: Approximately $500,000–$1,500,000; the solicitation specifically identifies a $200,000 additional-work allowance.
