The U.S. Army is seeking hand-carried ultrasound prototypes for austere deployed medical care. - Government buyer: U.S. Army, Portfolio Acquisition Executive (PAE) Maneuver Ground, Project Manager (PM) Maneuver Medical Systems (M2S). - Products requested: - Two complete hand-carried ultrasound diagnostic system prototypes; no model or part number is specified. - Two ruggedized transport cases; no part number is specified. - System requirements: The system must be a mature commercial-off-the-shelf (COTS) or non-developmental item (NDI), requiring little to no modification. It must be FDA-cleared for human use, Trade Agreements Act (TAA) compliant, suitable for austere Role of Care 3 operations, and compatible with standard CONUS and OCONUS power infrastructure. - Imaging and hardware capabilities: Required imaging includes live color Doppler, HD Flow, Power Doppler, Pulse Wave Doppler, and Continuous Wave Doppler. The system must support probes for general scanning, echocardiography, endo-cavity exams, 3D/4D volume rendering, and phased-array cardiac imaging; include at least two transducer ports; and have a non-interlaced display of at least 13 inches. - Testing and support: Prototypes will undergo operational and environmental testing, including applicable MIL-STD-810H criteria. The minimum warranty is one year from delivery. Requested support includes on-site operator training, applicable BMET maintenance training, packaging and shipping, documentation and test support, and software licensing or diagnostic access if applicable. Minimal modifications, if needed, must be separately priced. - Potential follow-on: The Army may pursue a production effort of approximately 107 units; this is not part of the two-unit prototype quantity. - OEMs and vendors: No OEM, vendor, or specific product model is named in the opportunity.

Description

The Portfolio Acquisition Executive (PAE) Maneuver Ground Project Manager (PM) Maneuver Medical Devices (M2S) is issuing this Request for Prototype Proposals (RPP) to solicit solutions for an Ultrasound Diagnostic System, Hand Carried (USHC).

The U.S. Army requires a Commercial-Off-The-Shelf (COTS) or Non-Developmental Item (NDI) hand-carried ultrasound device capable of supporting medical operations in austere Role of Care (ROC) 3 environments with little to no modification. The selected vendor(s) will deliver two (2) prototype units for operational and environmental testing (MIL-STD-810H). The solution must be FDA cleared for human use, Trade Agreements Act (TAA) compliant, and operate on standard CONUS/OCONUS power infrastructures.

In accordance with 10 U.S.C. § 4022(f), the Government advises all offerors that a noncompetitive follow-on production contract or transaction may be awarded to the participant(s) of this Prototype Other Transaction Agreement (OTA) without the use of competitive procedures
