F-15 Digital Mapping System component repair and sanitization services

The Department of the Air Force is seeking repair and related support for F-15 Digital Mapping System components. - Government buyer: Department of the Air Force, Air Force Sustainment Center (AFSC), through AFSC/PZAAB and the 409th Supply Chain Management Squadron (SCMS)/GUMA. - OEM: Honeywell International Inc. is identified as the only known capable source; the Government lacks the production-level technical data and specialized test equipment needed to perform the work. - Requested services: Test and repair the ADCP, DMP, Mission Cartridge, and Theatre Cartridge components; provide required parts and labor; address obsolete parts; support deficiency reports and material improvement projects; and sanitize classified data from reparable units. - Estimated repair quantities: ADCP P/N 8525470-951: 100 repairs and 20 surge-option repairs; DMP P/N 8520305-911: 400 repairs and 80 surge-option repairs; Mission Cartridge P/N 8520380-903: 150 repairs and 30 surge-option repairs; Theatre Cartridge P/N 8520390-903: 50 repairs and 10 surge-option repairs; Theatre Cartridge P/N 8520390-904: 50 repairs and 10 surge-option repairs. - Sanitization quantities: ADCP P/N 8525470-951: 50 units; Mission Cartridge P/N 8520380-903: 100 units. - Notable requirements: Delivery is required within 21 days after receipt of each asset. Title:  Pre-solicitation - Repair of the F-15 Digital Mapping System (DMS) Advanced Display Core Processor (ADCP)

Synopsis for this requirement is being issued by AFSC/PZAAB (FA8538).

The 409th Supply Chain Management Squadron (SCMS) / GUMA anticipates a five-year, Firm Fixed Price (FFP) Indefinite Delivery Contract (IDC) for the repair of the F-15 Advanced Display Core Processor (ADCP), NSN: 1270-01-562-6566FX, PN: 8525470-951 and Digital Map Processor (DMP), NSN: 5895-01-444-5142FX, PN: 8520305-911 to provide all the necessary parts and labor to test and repair the ADCP/DMP. This will include providing obsolete parts resolution along with the necessary engineering support to investigate Deficiency Reports and Material Improvement Projects (MIPS), and sanitization of classified data from reparable units. The repair of the ADCP/ DMP is performed as a Direct Sales Partnership Agreement (DSPA) with the Government (WR-ALC/EMXG), supporting requirements generated for the Air Force Sustainment Center (AFSC), 638th Supply Chain Management Group (SCMG), 409th Supply Chain Management Squadron (SCMS)/GUMCA. The anticipated IDC will include one (1) 12-month basic year and four (4) one-year ordering periods.

The proposed contract action is for services for which the Government intends to solicit and negotiate using Other Than Full and Open Competition (OTF&OC) procedures in accordance with RFO Part 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government does not own any production level technical data or specialized test equipment in support of this requirement.  As a result, Honeywell International Inc. (CAGE 07187), is the only known source with adequate knowledge of the F-15 Digital Mapping System (DMS) Advanced Display Core Processor (ADCP) performance requirements and possession of the required technical data and capabilities needed to repair this item and ensure compatibility of the equipment.

The Government's required delivery schedule is 21 days after receipt of asset. The quantities shown below represent the Best Estimated Quantities for this effort.
