Progressive design-build renovation and expansion of Vandenberg Space Force Base Military Working Dog facilities

The Department of the Air Force is seeking a progressive design-build team to renovate and expand the Military Working Dog facilities at Vandenberg Space Force Base. - Government buyer: Department of the Air Force; Air Force Civil Engineer Center (AFCEC); 772nd Enterprise Sourcing Squadron (772 ESS). - Project: Renovate Buildings 6444 and 6447 and build a 1,100-square-foot addition for the kennel and administration facilities. Project identifier: XUMU171121C. - Requested services: - Preconstruction, collaborative design, and cost modeling, including site-specific BIM design, integrated facility systems planning, risk management, open-book estimating, value engineering, a Guaranteed Maximum Price proposal, and a construction schedule. - Construction, site and utility work, structural and interior work, and prefabricated or modular component installation, followed by inspections, testing, training, commissioning, and turnover. - Notable requirements: Include seismic reinforcement, site and utility improvements, specialized kennel ventilation, acoustic and sanitation systems, and secure temporary on-base housing for dogs displaced during construction. Work must meet applicable DoD and Air Force standards. Utility coordination includes American Water. - Budget: Project cap of $4,000,000. - OEMs and products: No OEMs, product quantities, or product part numbers are identified; this is a design-build services requirement.

Description

This Area of Interest (AOI) is published under the Modernized Agile Construction Horizons (MACH1) Umbrella Program Notice. All submissions must adhere to the procedures and guidelines outlined in the parent MACH1 framework document unless otherwise tailored herein. Any resulting agreement will be an Other Transaction Agreement (OTA) executed under the statutory authority of 10 U.S.C. § 2808a.

The 772nd Enterprise Sourcing Squadron (772 ESS) is is executing a Progressive Design-Build (PDB) project to renovate existing military working dog (MWD) facilities and construct a new addition at Vandenberg Space Force Base (SFB), California. Under this agreement, the selected contractor will execute both the progressive design and physical construction to deliver a fully functional, code-compliant compound (Project Number: XUMU171121C). The current MWD kennel and admin facilities (Buildings 6444 and 6447) at Vandenberg SFB fail quarterly inspections and contain critical safety hazards that endanger military personnel and canine assets. Transitioning to a Progressive Design-Build (PDB) model is critical to eliminate traditional design-bid-build delays, rapidly deliver compliant spaces, and preserve the security mission of the 30th Space Wing. There are (2) two distinct lines of effort (LOEs) for this requirement:  LOE 1 - Design & Planning (Design) and LOE 2 - Physical Construction.
