FHFA plans a sole-source follow-on purchase to continue managing employee transit benefits through WMATA’s SmartBenefits system. - Buyer: Federal Housing Finance Agency (FHFA), Office of the Chief Operating Officer, Agency Operations Branch. - Requirement: Continued access to and maintenance of an FHFA SmartBenefits account to enroll, withdraw, and update employees, and manage transit benefit funds on employee SmarTrip cards. - Transit coverage: Metrorail, Metrobus, regional commuter buses, and local commuter trains. FHFA pays the actual cost of employee transit benefits; WMATA charges no fee to use the SmartBenefits program. - Sole-source rationale: FHFA identifies Washington Metropolitan Area Transit Authority (WMATA) as the only capable provider of the required fee-free system access. - Contract structure: Firm-fixed-price, one-year base period plus four option years; no specific start or end dates are provided. - Estimated five-year value: $2,250,000. - Notice status: This is a sole-source justification, not a request for quotations or a formal solicitation. Other capable sources may submit written expressions of interest with clear and convincing evidence that they can meet the requirement.

Description

The Federal Housing Finance Agency (FHFA) intends to award a sole source purchase order as authorized by Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 12.102(b), for the commercial acquisition of access to the Washington Metro Area Transit Authority (WMATA) SmartBenefits Commuter Benefits system to enroll, withdraw, and change employee transit benefits. The WMATA SmartBenefits Commuter Benefits system allows FHFA to independently manage the funded values of all SmartTrip cards assigned to FHFA employees. Further, WMATA provides the only fee-free system access allowing FHFA to manage and administer its employee transit benefits program. The period of performance shall consist of a base year plus 4 optional years.
